On the bodybuilding forums I read, the consensus appears to be that carbs should be eaten only after lifting or in the morning, when glycogen stores are low and insulin sensitivity is high (which is good). This amounts to fewer carbs consumed throughout the day, but has the effect of minimizing fat gain while still providing the carbohydrate energy needed for maximal effort. It appears that such diets may have other benefits as well.
